PDBC Bylaws

Note: These Bylaws must be read in conjunction with the relevent vehicle technical regulations.

CONDUCT

1.1 Driving on the Discovery Bay Beach is PROHIBITED 1.2 Driving on areas covered with marram grass or other vegetation is strictly forbidden 1.3 Vehicles are not to be driven by persons under the influence of alcohol or drugs. 1.4 Litterbins are to be used at all times or alternatively take your rubbish home. Members are expected to set an example. 1.5 All activity on the Sand Dunes will be banned between sunset and sunrise with the exception of those travelling directly to and from the beach for the purpose of fishing. 1.6 Vehicles are not allowed in areas, which are marked with RED DIAMONDS. 1.7 Drivers must be able to provide proof of current financial membership upon request from Officers of the Club or Parks Victoria. 1.8 Always drive with extreme care. 1.9 NO Drones, Cats, Dogs and Firearms are allowed within the Discovery Bay Coastal Park 1.10 People riding on Car bonnets, sand boards and the like which are being towed behind a vehicle is strictly prohibited. 1.11 Any breaches of the constitution, rules and Bylaws of the Portland Dune Buggy Club Inc. by any member may be addressed with by the Executive committee and penalties may be imposed by the committee. This may include the withdrawal of membership.

2. DRIVER ELIGIBILITY

2.1 All Drivers must be current financial members of the Portland Dune Buggy Club Inc or hold a valid 4 day permit. IT IS THE INDIVIDUALS RESPONSIBILITY TO MAKE SURE THE CORRECT MEMBERSHIP/PERMIT FEES ARE PAID.

3. VEHICLE ELIGIBILITY

The following vehicles are eligible to use the Designated Dune Buggy Area within the Discovery Bay Coastal Park. 1. Dune buggies & Baja Bugs (Modified VW Beetles) subject to meeting safety standards 2. Road registered 4WD’s 3. Other vehicles deemed suitable by the PDBC and Parks Victoria TRIKES, QUADS OR MOTORCYCLES ARE NOT PERMITTED TO USE THE AREA.

4. GENERAL REQUIREMENTS

These General requirements are to be read in conjunction with all vehicle technical regulations. 4.1 All Vehicles must be road registered or have current Club specified NRV (Non Registered Vehicle) Insurance and be registered with the Portland Dune Buggy Club Inc. 4.2 All vehicles must display a red flag of not less than 600 square cm at the top of an aerial not less than 4m from the ground. The aerial must be of a material that does not lay horizontal at speed. Typically the aerial sand flags purchased from 4WD accessory stores do not comply in height or they lay flat at speed (too bendy). 4.3 All occupants of dune buggy or odyssey type vehicles must wear safety helmets, which are in good condition. Occupants must also wear full racing harness, which comply with the appropriate standards. The appropriate and approved seat belts must be provided for all seats in the vehicle. SEAT BELTS MUST BE WORN AT ALL TIMES WITHIN THE DESIGNATED DUNE BUGGY AREA. 4.4 All occupants of dune buggy vehicles must wear either wrist restraints, arm restraints or use safety side nets. 4.5 Head restraints or high back seats are highly recommended in all vehicles. 4.6 Vehicles with a weight of less than 600-kg minimum of two wheel brakes operating on the rear axle. Vehicles with a weight of more than 600-kg must have four wheel brakes. 4.7 All vehicles must have at least one stop light on the rear of the vehicle 4.8 All vehicles must have an effective warning device 4.9 Rear vision mirrors must be fitted to all vehicles. 4.10 All vehicles with a fuel tank within the view of the passenger compartment must have an effective firewall fitted to cover the fuel tank. The firewall must cover the fuel tank so as the fuel tank cannot be seen from the passenger compartment. 4.11 All vehicles with a battery, which is not in a sealed engine compartment, must have a sealed battery or an effective battery cover. 4.12 PADDLE TYRES ARE PROHIBITED
